Rye, NY

Who handles water damage restoration in Rye?

Strongwater Restoration, from our office at 111 Calvert Street in Harrison, about three road miles from Rye City Hall. We extract the water, dry the structure using moisture readings as the guide, remove what can’t be saved and rebuild, for houses near Blind Brook and Milton Harbor as well as apartments downtown.

Rye has some of the oldest housing on the Sound Shore. The Census Bureau’s latest five-year estimates put the median Rye home’s construction year at 1957, with about 71% of homes built before 1980 and 30% before 1940. Plaster walls, old hardwood and finished basements change how a water job is dried and rebuilt, and older paint and building materials can add lead or asbestos steps to the work.

Our work in Rye

What did we rebuild in Rye after Hurricane Ida?

Ida’s flooding in September 2021 damaged a single-family house in Rye badly enough that it was opened up to the framing and floor joists. Our crews dried it, replaced the floor framing and rebuilt the kitchen, living room, bathroom and hallways. We also restored a damaged Rye bathroom and laundry room. Drag the sliders to compare.

About Rye

Why do parts of Rye keep flooding?

Water reaches Rye from three sides. Blind Brook crosses the city from its northwest corner to Milton Harbor, Beaver Swamp Brook runs near the western border, and the eastern edge is Long Island Sound. Rye’s 1985 Master Plan put substantial areas near all of them inside the 100-year flood hazard area.

The record goes back decades. Indian Village flooded after four days of rain in October 1975, the April 2007 nor’easter left some homes with more than five feet of water, and during Ida in September 2021 Indian Village and other previously flooded areas sat under 8 to 9 feet of water. On September 13, 2026, Rye police closed Playland Parkway, Midland Avenue and Milton Road, and a driver was rescued from water up to the car windows at the Boston Post Road underpass (NWS storm reports).

Relief is coming slowly. A sluice gate added to the Bowman Avenue Dam in 2013 holds back Blind Brook during storms, and New York State’s Resilient NY study of Blind Brook recommends replacing undersized bridges at Playland Parkway, the Boston Post Road and other crossings. Until that work is done, basements in the low parts of Indian Village, Milton and downtown Rye are the first to take on water.

Rye is ZIP 10580 almost entirely, with neighborhoods from Greenhaven and Loudon Woods to Dublin in West Rye and the Post Road Old Cottage District. Two National Historic Landmarks sit inside the city: the Boston Post Road Historic District and Playland.

Permits & rebuilding

Do you need a permit to rebuild after water damage in Rye?

Often, yes. Rye’s City Code requires a building permit before construction, alteration, removal or demolition, including finishing a basement or attic. Minor repairs that don’t affect structural features are exempt, but new or extended electrical work is not. Work in a flood hazard area also needs a floodplain development permit from the City Building Inspector.

Rebuilding in Rye: what to line up

  1. Ask the Rye Building Department at City Hall, 1051 Boston Post Road, (914) 967-7372, which permits your rebuild needs.
  2. In a FEMA flood zone, plan for the floodplain development permit and the 50% substantial-damage test in City Code Chapter 100.
  3. Don’t start early: under City Code § 68-13, work begun before a permit is issued adds a $1,000 application fee.
  4. Rye’s 2021 sewer law requires a Discharge Compliance Certificate before certain plumbing or building improvements, and sump pumps and roof leaders can’t connect to the sewer lateral.
  5. Renting the property out? Westchester County requires a flood history disclosure form for every new lease.

Services in Rye

What can we help Rye property owners with?

Everything from the flood cleanup after Blind Brook rises to fire and smoke restoration, mold remediation and the rebuild that follows. With so much of Rye’s housing built before 1980, a job may also involve older paint or building materials, which we handle within the same project instead of bringing in another contractor.

FAQ

Rye Questions

Indian Village has the longest flood history in the record, with major flooding in 1975, 2007 and 2021. Land along Blind Brook, Beaver Swamp Brook, Milton Harbor and the Sound is mapped as flood hazard area, and the state’s Blind Brook study names the tidal area and downtown Rye among its six high-risk areas.

Most of Rye gets water from Veolia, which buys it from Westchester Joint Water Works and Aquarion; Westchester Joint Water Works also serves parts of the city directly. City Hall sits in the county’s Blind Brook Sewer District. For a broken water main or service line, call the utility first.

Keep valuables off the floor, make sure the sump pump discharges outdoors rather than into the sewer lateral, which Rye’s sewer law prohibits, and finish the space with materials that tolerate water. After each event the basement still needs a proper dry-out, or mold follows. Call (718) 357-9191 for the cleanup.

About three road miles. We’re at 111 Calvert Street in Harrison, by the Harrison Metro-North station, roughly six minutes from Rye City Hall without traffic.
