Who restores water-damaged homes and apartments in White Plains?

Strongwater Restoration can. Our office is at 111 Calvert Street in Harrison, the city’s neighbor to the north and east, about 6.6 road miles from White Plains City Hall. We stop the spread, extract the water, dry walls and floors by moisture readings and rebuild, in houses and in the large apartment buildings that hold nearly half the city’s homes.

White Plains is a city of apartment buildings as much as houses. Census estimates for 2020 to 2024 count 27,561 housing units: 49% are in buildings with 20 or more units, 37% in buildings with 50 or more, and only about 28% are detached single-family homes. Much of it is also old. The median unit dates to 1961 and close to 30% were built in 1939 or earlier, so a rebuild can uncover plaster walls and lead paint behind the damage.

About White Plains

Which parts of White Plains flood?

The city’s section of the 2021 county hazard mitigation plan names low parts of Cloverdale Avenue, Smith Avenue near Longview Avenue, Bloomingdale Road at the I-287 ramps, Brockway Place, Haarlem Avenue near Glenn Street and the Bronx River Parkway by the Main Street bridge. Residents added the Bronx River, the Mamaroneck River, the West Branch and the Highlands.

Ida cost the city government $881,880 in September 2021, and Tropical Storm Isaias cost it $801,000 the year before, according to the city’s hazard mitigation plan annex. On the evening of September 1, 2021, flooding closed the southbound Bronx River Parkway inside the city (NWS storm reports).

In April 2007, a nor’easter dropped up to 8.22 inches of rain at East White Plains and closed the Bronx River Parkway in the city as well. A flash flood on June 27 of that year left people needing rescue from flooded cars on South Broadway and other roads, and the remnants of Tropical Storm Lee brought up to 6.80 inches to White Plains in September 2011.

FEMA’s July 2021 figures show 125 flood insurance policies in White Plains, 190 claims, about $719,000 in total loss payments and 37 repetitive-loss properties. When the plan was written, the city did not take part in FEMA’s Community Rating System. The plan also warns that a failure of the Kensico Dam or Harrison’s Silver Lake Dam would affect the city.

Permits & rebuilding

Is a permit needed to repair water damage in White Plains?

Yes, in most cases. The city’s permit procedure applies to the repair, alteration, removal and demolition of structures, and its Short Form handles electrical, plumbing, demolition and building work that adds no volume. Applications must be notarized and brought to the Department of Building, which accepts them from 9 a.m. to 1 p.m. on business days.

Before a White Plains rebuild begins

  1. Call the White Plains Department of Building at 70 Church Street, 914-422-1269, to confirm which permits apply.
  2. Use the Short Form for work that adds no volume and the Long Form if the project adds volume, and get the forms notarized before you go.
  3. In a special flood hazard area, add a floodplain development permit; under City Code Chapter 7-10, restoration costing 50% or more of the building’s pre-damage market value is substantial damage.
  4. Under the sewer lateral law adopted October 6, 2025, a plumber’s certification is required before a title transfer or before permits for work worth more than 50% of the property’s equalized value.
  5. Landlords: rental one-family homes up to 12-unit apartment buildings are covered by the city’s Rental Housing Registry & License program.

Services in White Plains

Which kinds of losses do we handle for White Plains owners and boards?

Water losses in one unit or a whole line of them, sewage backups, fire and smoke damage, mold and the rebuild that follows. Because so many White Plains homes are in large buildings, we are set up to work with property managers and co-op or condo boards, keeping units and common areas on one schedule.

FAQ

White Plains Questions

Up to the meter, yes. Section 3.05(a) of the city’s Water Rules makes the homeowner responsible for the whole service line, from the water main to the water meter. The Department of Public Works runs the mains, about 160 miles of them. If your line breaks, a plumber fixes the pipe, and we handle the water damage it leaves behind.

Tell the managing agent or board right away, because the source is often in another unit or a shared pipe. Stacked units are the norm in much of White Plains, where 49% of homes are in buildings of 20 or more units. We can trace where the water traveled, dry every affected unit and rebuild. Your insurer decides coverage on your side.

Residents say so. In the survey for the county’s 2021 hazard mitigation plan, White Plains respondents wrote that all of Highlands is prone to flooding, and they also pointed to the Bronx River, the Mamaroneck River and the West Branch. If your basement there takes on water, dry it out completely before refinishing, or mold tends to follow.
