Water Damage Restoration for Port Chester Apartments and Homes

Only about one in five Port Chester homes is a detached house, so water from one unit can reach the next. Our crews come from Harrison, about four road miles away, to dry out apartments, houses and shops and rebuild them.

Who can restore a water-damaged apartment or house in Port Chester?

Strongwater Restoration can. Our office at 111 Calvert Street in Harrison is about 4.4 road miles from Port Chester Village Hall. We take a job from the first wet vacuum to the last coat of paint: extraction, drying checked against moisture readings, removal of ruined materials and the rebuild, in apartment buildings, co-ops, houses and storefronts.

Port Chester is a village of renters and apartment buildings. The Census Bureau’s 2020-2024 estimates count 11,443 housing units, with 27.3% in buildings of 20 or more units, and owners live in just 46.5% of occupied homes. About 80% of units were built before 1980 and 35% before 1940, so a water job here can uncover lead paint or asbestos, and we take care of both.

A Port Chester customer

What did a Port Chester customer hire us for?

New windows. A Yelp reviewer had us replace the 40-year-old windows in their apartment on Westchester Avenue, and because the apartment is on that avenue, they chose noise-suppression windows. They thanked Marcello by name. That was a remodeling job rather than damage repair, and the same company handles both.

“Marcello and the crew were great, the windows were as advertised.”

About Port Chester

Where does Port Chester flood?

Near the Byram River and on the streets around Glen Avenue. The Byram forms the state line with Greenwich and empties into Long Island Sound at Port Chester Harbor. During Ida in 2021, floodwater reached car hoods on Glen and Haseco Avenues, and the April 2007 nor’easter flooded land beside the river in both states.

The latest test came on September 13, 2026. North Regan Street closed for flooding near Glen Avenue that morning, the Port Chester weather station logged 3.97 inches of rain, and by about 9:46 a.m. the fire department was answering numerous water rescues across the village (National Weather Service storm reports).

A federal fix is in design. The U.S. Army Corps of Engineers plans to replace the U.S. Route 1 bridges over the Byram in Port Chester and Greenwich, which constrict the river and raise flooding upstream, to manage risk up to a 50-year storm. Congress authorized it in 2020, the 2022 Disaster Relief Supplemental set aside $5.47 million for design and $35 million for construction, and AECOM won the design contract in November 2024 (Army Corps Byram River project).

The village, nicknamed the Gateway to New England, was called Saw Pit until its 1868 incorporation. The Boston Post Road, King Street and Grace Church Street started as settlement-era paths, and the old Life Savers factory is apartments now. Work to restore the Byram River Waterfront Promenade began on March 10, 2026.

Permits & rebuilding

Which village permits apply to a Port Chester water damage rebuild?

It depends on the scope. The village Building Department sorts work into separate application packages for alterations, demolition, electrical, plumbing and gas, re-roofing, mechanical equipment and sewer laterals, and alterations to one- and two-family houses use a different package than commercial or multifamily buildings. Work in a special flood hazard area also needs a floodplain development permit.

Port Chester permit checklist

  1. Call the Port Chester Building Department at (914) 939-5203, or walk in at Village Hall, 222 Grace Church Street, weekdays from 9 a.m. to 1 p.m. Phones are answered until 4 p.m.
  2. Hand in or mail applications to Village Hall, using the forms on the village applications page, and book inspections by phone.
  3. Check the FEMA map first. Inside a special flood hazard area, Village Code Chapter 181 adds a floodplain development permit, and repairs costing half or more of the building’s pre-damage market value count as substantial damage.
  4. Replacing a flooded basement’s sump pump or a sewer lateral? Ask about the Sewer/Stormwater Laterals and Sump Pump Certification package.
  5. Landlords: county law (Chapter 581) requires a Flood History Disclosure Form for each prospective tenant, showing the FIRM zone and any flooding in the last 10 years.

FAQ

Port Chester Questions

National Weather Service reports name Glen Avenue and Haseco Avenue, where Ida pushed water up to car hoods late on September 1, 2021, and North Regan Street near Glen Avenue, closed by flooding on September 13, 2026. Land beside the Byram River flooded in the April 2007 nor’easter too. If water reached your building, call (718) 357-9191.

Veolia supplies the water through a system that also serves Rye and Rye Brook, partly with water bought wholesale from Westchester Joint Water Works. Wastewater goes to the county’s Port Chester Sewer District, and the village bills sewer rent through Minol. A break in the street is Veolia’s to fix; the water inside your walls is ours to dry out.

It can. The Building Department notes that the updated New York State Uniform Code and Energy Code, adopted by the state Code Council on July 27, 2025, took effect on December 31, 2025. A rebuild permitted now follows the new versions, so plans drawn up before that date may need a second look.

About 4.4 road miles, roughly ten minutes with clear roads, from 111 Calvert Street in Harrison to Port Chester Village Hall on Grace Church Street. In a straight line it’s about three miles. We also cover Rye Brook, which shares Port Chester’s 10573 ZIP code.
