Who handles water damage cleanup in Armonk?
Strongwater Restoration covers Armonk from Harrison, a drive of about 13 road miles from our office at 111 Calvert Street to North Castle Town Hall on Bedford Road. We extract the water, dry the house, remove what can’t be saved and rebuild, in downtown Armonk, Windmill Farm, Whippoorwill and the rest of the town.
Most Armonk homes are owner-occupied and fairly new. Census estimates for 2020-2024 put the median build year in the Armonk area at 1989, with about 43% of its 1,522 housing units built before 1980 and nearly 88% lived in by their owners. Across the whole Town of North Castle the median is 1971 and about 60% of homes predate 1980, so older houses that may need lead paint or asbestos work are part of the mix.

About Armonk
Where does Armonk flood?
Wampus Brook is the recurring problem. North Castle’s section of the county’s 2021 hazard plan says the brook has a history of flooding, that the School Street culvert at the brook is undersized and causes flooding, and that floods cut off access to the town sewer plant. It also lists repetitive-loss properties on Wampus Avenue and Thornwood Road.
During Ida in September 2021, a CoCoRaHS observer in Armonk measured 6.48 inches of rain, and a North Castle report listed 5.98, according to National Weather Service storm totals. Another 4.64 inches fell in Armonk on July 15, 2025. Weather Service reports also show Route 22 impassable from flooding in June 2005, and the town lists flooding on Virginia Road near Lafayette Avenue and on Creemer Road near Hadley Road.
Trees and power lines are the other recurring threat. Tropical Storm Isaias in August 2020 left over 60% of North Castle residents without power and caused more than 100 road closures, per the town’s hazard plan annex. In January 2022 a large tree on power lines blocked Route 22 between Sniffen Road and Upland Lane, and in August 2024 a large tree blocked I-684 southbound just north of Route 22.
Armonk is a hamlet and the seat of the Town of North Castle, which also takes in Banksville on the Connecticut border and North White Plains south of the Kensico Dam. Parts of the town drain to five watersheds: the Bronx, Byram and Croton Rivers, Kensico and the Mianus. Kensico Reservoir, part of New York City’s water supply, spans North Castle and Mount Pleasant and holds 30.6 billion gallons when full. IBM’s world headquarters is in Armonk.
Permits & rebuilding
Who issues building permits for work in Armonk?
The Town of North Castle does, because Armonk is a hamlet within the town. Its Building and Engineering department at 17 Bedford Road reviews applications and construction documents under the New York State Uniform Fire Prevention and Building Code, issues permits and inspects the work. Plumbing, HVAC and floodplain development each have their own town applications.

- If the house is in a mapped flood zone, file the town’s Floodplain Development Permit Application. Under Town Code Chapter 177, rewritten in October 2022, the Building Inspector grants it.
- Know the substantial-damage test: repairs costing 50% of pre-damage market value, or flood damage twice in 10 years averaging 25%. The town applies FEMA’s P-758 desk reference.
- Book electrical inspections through New York Electrical Inspection Services, SWIS or Better Homes.
- Taking down storm-damaged trees or working near wetlands can require the town’s tree removal or wetland permits.

FAQ
Armonk Questions
Which water district serves my Armonk house?
It depends on the street. North Castle’s Water and Sewer Department runs five water districts. District 4 serves downtown Armonk, IBM and the business park through 459 connections fed by six wells and a one-million-gallon tank; District 2 serves Windmill Farm’s 373 connections from wells; and Whippoorwill’s District 5 buys its water from District 4.
Where does downtown Armonk's sewage go?
To the town’s own treatment plant. Sewer District 2 serves downtown Armonk through five pump stations feeding a plant upgraded to treat 500,000 gallons a day. Other districts, in North White Plains and along Route 120 and New King Street, send sewage to Westchester County plants. If sewage backs up indoors, call (718) 357-9191 for the cleanup.
Which Armonk buildings are the oldest?
The Bedford Road Historic District, listed on the National Register in 1985, has nine mid-19th-century wood-frame properties on 4.5 acres, and Smith Tavern is home to the North Castle Historical Society. Only about 10% of Armonk’s homes were built before 1940, but old framing and finishes call for slower, more careful drying.
How far is Armonk from Strongwater's office?
It’s a 12.9-mile drive by the fastest route from 111 Calvert Street in Harrison to North Castle Town Hall at 15 Bedford Road, about 10.8 miles in a straight line. We serve the whole Town of North Castle from that office, including Banksville and North White Plains.
